What will the programmes cover?
The final programme will respond to the legislation as enacted and the implementation programme that follows, but topics are expected to include:
The new resource management system — how the Planning Act and Natural Environment Act fit together and how the new architecture differs from the RMA.
Transition from the RMA — what happens during transition, what continues, what changes and when organisations need to act.
Iwi and hapū arrangements — Treaty settlements, existing participation arrangements, sections 9 and 10 transition processes and how existing rights and arrangements interact with the new system.
National Direction — understanding new national instruments and how they flow through regional and local planning.
Regional spatial planning — what it is likely to require and how tangata whenua, councils, communities and infrastructure providers participate.
Natural environment and land-use plans — understanding the new planning framework and the relationship between environmental limits, development and land use.
Consenting and notification — how processes and responsibilities change for practitioners, applicants, councils and tangata whenua.
Māori land and sites of significance — understanding the new framework as it applies to Māori land, wāhi tapu, significant sites and other tangata whenua interests.
Governance and organisational readiness — what governors, executives and organisations should be doing now to prepare.

A new resource management system is coming into force, with the Planning and Natural Environment legislation reshaping how Aotearoa manages land, water, development and the natural environment.
Poipoia is developing a practical programme of courses to help iwi, hapū, councils, resource management practitioners, applicants, infrastructure providers and natural resource industries understand the new system and prepare for implementation.
Our courses will focus on the things people actually need to know and apply, including the new legislative framework, transition from the RMA, National Direction, regional spatial planning, consenting and notification, Māori land, Treaty settlement arrangements, and the practical implications for tangata whenua, councils, applicants and practitioners. This reflects the implementation and capability work Poipoia is already developing across the new system.
